Is there a reason why early versions of IE do this?
I’ve given each of the elements above it a height, and set the footer to clear. I’ve tried placing a block element:
<br class="clear">
….before the footer but still no luck.
Is there a reason it does this so I can avoid it in the future?

It’s a known IE7 bug. Its CSS box-model was severely broken. See http://www.satzansatz.de/cssd/onhavinglayout.html

Next problem….I’m trying to use:

#footer, #innerfooter{
position: absolute !important;
top: -9999px !important;
left: -9999px !important;
}
<![endif]-->
and
Display:none
But no joy:
