 * I put pre sale of an existing contract but the gas rate was too high, does it
   depend on the contract or is there a way to lower it?

 * Do you have funds on the account used for testing?
 * Usually if the wallet has not enough funds the gas fees are overcalculated.
 * Try with an account with funds, if the gas fee is still too high try at nights
   or on sundays, depending on the network load the gas fees can be lower then.
