I think the plugin is Kapput

    My Bad. Not having used it for a long time I forgot it is only accessible from the Add Media button in the editor, not from the Media Library dashboard menu item or the Add Featured Image part of the editor.

    So my apologies!

    Confused as well, please add it to these locations, as a user might expect them there, using a common workflow. Thanks.
