    When your header ( containing the site title or logo ) is gluing to the top of a page, this option will make the title or logo smaller.
    This function does not work if you use the logo image on a wide screen. Check, please, probably this problem is not just me. Thank you.

    fixing the logotype while scrolling
    This is function ENABLED.

    When your header ( containing the site title or logo ) is gluing to the top of a page, this option will make the title or logo smaller.
    This is function DISABLED.

    Function it works only on small screens (logo not decrease while scrolling), and on a wide screen the logo will big decrease while scrolling. I did sequential screenshots step by step (from a larger screen to a smaller one).

    thanks for the link.

    I see what you mean.
    Though in your case the “resizing” of the logo doesn’t depend on that option, but on the fact that, in desktop viewports, when the header is glued to the top of the page, the logo container width is set to “3/12 columns” (which is around 33% of the whole header width).
    Since the logo img width is set to maximum 100% and its height to auto you’ll see a smaller logo.

    Anyway, you can always override this behavior with your own custom CSS that you can add in Appearance -> Customize -> Advanced Options -> Additional CSS

    You might want to use a page inspector tool to get the CSS selector you need:
