I do not have Plug-ins WHY? how can i install or have Plugins at my dashboard

    Hey guys i just could not find Plugins on my dashboard as i am using wordpress.com and bought the domain for 18$ not sure why ? but i was to do a gallery on my website as i am a photographer !! HELP
    i also don’t know how to update my wordpress and i don’t know what version it is
