I can't access my plugins….

Hi! I found a forum topic the same as mine, but it was written 3 years ago with problems of the correction process from two years ago. I’m looking for a new solution that will work with the newest version of WordPress.

When I made a new administrator and deleted the original admin I can no longer access the plugins. Obviously, the admin has higher privileges such as Site Administrator… but how can I made a new Site Administrator?
