i cannot upload an own zip.file theme

Hello I downloaded the newest WordPress program available on the WordPress website but if i want to upload a theme, which i watched in so many tutorial i see a completely different WordPress lay out in fron of me, where the option to upload a theme does not even exist.
Does it have to do with the fact that im using the simple free wordpress plan?
