I am getting an error message that will not go away.

I am getting this message:

What is going on. I was getting this message and then I tried all the suggests and it didn’t work. I even deleted the site to start all over again and it still dosen’t work. What is wrong? How can I fix it. I use ipage to host my sites and I have two sites and I don’t want to up grade my other site to 4.5 if this is what is going to happen. Please help me. thanks
