Normally this is a WordPress problem, but it looks like I may need to add some extra functionality to Rotating Tweets to help fix this (e.g. a flag to give ‘rich diagnostics’ on connection problems and the ability to switch off cURL).
I posted on this a couple of days ago here. If you are able to let me know what works to solve the problem, it would be appreciated.

You: Trying increasing the time-out settings (‘When connecting to Twitter, how long should Rotating Tweets wait before timing out?’) on the Rotating Tweets settings page.
Me: i choose the maximum per list: 20 sec:
Result: still request failed
You: Try installing the Core Control plug-in and disabling cURL.
Me: i installed Core Control & disabled cURL.
Result: http_request_failed – 111: Connection refused
Me: i defined(‘WP_DEBUG’, true);
Result: Still no Response
Also i combined the suggestions. No Luck.

What happens if you “test transports” with Core Control?
What was in the HTML diagnostics (ie in between <!--
and -->
) when you switched debug on?

Mildly reassured that none of that is Rotating Tweets code!
What happens if you switch the SSL off on the Rotating Tweets settings page at least? (Although I fear Twitter may require it now).

the SSL is already switch off all the time …
and “on” right now – doesn’t matter … error code: http_request_failed – couldn’t connect to host

I just tried the Core Control transport test on my set-up and it worked without the Undefined index: sslcertificates in /home/pacs/rag-p2104/doms/konto.name/subs/web1311.wuff182/content/wp-includes/class-http.php on line 1321

Do any of the other transports give a successful message without that error message?
If any of them works, you can switch off the others and force your WordPress installation to use the working transport.
If not, you may need to sort out the SSL set-up on your server.

I checked all links in the Core control again and got the info that the SSH ist not available.
If none of the transports are working, then I think you have a problem with how your server connects to other sites I’m afraid.
The only thing I can think of is switching off SSL on the settings page, but I suspect that isn’t going to be enough.

Good News: The Provider checked the setup and the firewall was responsible for the problem. Rotating Tweets rotates now …. 😉
