It seems as though this error could be caused by several things. I just read some of the threads on here – http://wordpress.org/support/topic/http-error-on-image-upload-still?replies=41
and there seems be various solutions depending on people’s setup.
Perhaps give that post a read and see if something in there, might help?

I had the same problem with my site I could not upload images, and then Ive contacted support at StableHost, they ve told me that it is a common problem with wordpress 3.5 but there is a solution, If I would convert my Jpg image format in to png and try to upload, and surprisingly it is working, and I was able to upload images.
I have followed so many forums last week and everywhere the you read same story about Adobe flash how to install it and nothing worked for me.
Try png format and if it works for you, then tell others, I have seen so many people with the same problem.
Unfortunately in my case it does not work.
When upload many files showed that the files 24-bit and 32-bit add up correctly!
Just how to create a 24-bit jpg? Those who tried to save on the server are downloaded from the internet

Normally you can not save jpg or png in 24 or 32 bit depth.

Possibly, that the problem is version of php on server. I wait on answer from administrators.
The problem is version PHP!
Wordpress 3.5.1 is incompatible with PHP 5.x
Older version of WordPress are correctly, and version 3.5.1 is correctly on php older than 5.x
Maybe anybody know how fixed with PHP 5.x in pair with WordPress 3.5.1?
Only solution is waiting on 3.5.2? ^^
I had the same issue and our support at our hosting company found the problem. Here is their fix:
While checking I am able to find some conflicting mod_sec rule for the domain internationalpress.org. I have disabled the rule for the domain now. Please monitor the site and update us if you feel any performance issue.
Have your hosting company check to see if their Mod Security is causing this issue. Mine works fine now.

Well, working on a new WP site and have the same issue again. The mod_sec rule fix for the other domain doesn’t work on this one. I have the latest version of WP 3.8.1 and my host has PHP 5 installed.
I have tried to disable NextGen Gallery and other plug-ins with no luck either. I am not sure if this is an issue that comes and goes as it has in the past, so I am working with our tech support at my hosting company to see if they can figure out the cause. It was all of a sudden. I was uploading images fine and then bam..I got the error message. I am sure it is not the image file, they are all the same and tried others with no luck.
My questions is why is this an ongoing problem now for over 4 years on so many versions of WP? Can there be a permanent solution or do we have to deal with this each time there is an upgrade?

Because it’s a server configuration issue – not a WordPress core one.
The tech support guys that first started to look into this problem for me didn’t know squat even though I told them the it was a mod security issue on one of my other sites. Finally got a good support member who took another look and sure enough that was the issue on this site. He changed it and it works fine again.
Again this was the first tech supports solution on my other site that worked on my new site. Hope this helps others with the same issue.
