HR Management tool (not a wordpress issue post)

All,

I liked the wordpress design so much, that I want to develop a tool which provides the basic structure for a website and infrastructure to develop and add modules and plugins that anybody with php knowledge can develop modules and install it on the shell structure. For example I would like to have Human resource module on the website, or time sheet tracking on the website or even a blog module or a cms module on the website..

however the idea is good.. and even though I am a programmer but not a php programmer(but i know php) and i am not really great at coding in php from scratch.. is there any php developer who can help me in this regard.. 😉
