Howto disable permalinks without php

Hello, i already opened a forum topic “Nothing work after moving to a new server” but it get messy and complicated and contain a handful questions, problems and hypothesis.
In this topic i want to ask a simpler question: How i disable permalinks without using php?
I can’t get any php related page on my server, and i suspect that permalinks and .htaccess are causing this problem.
