    Time formats can be configured from within the WordPress dashboard under Settings → General. For more information, please review: Formatting_Date_and_Time

    Regarding scheduling a Post or Page publish time, that can be done from within the Post or Page Editor’s Publish Box. For more information, please review: Writing_Posts
