How to use double-byte character (like Chinese, Japanese) as username

As default username just allowed a-z, 1-9 and a few other characters, Chinese and Japanese characters cannot bypass the checking routine and treated as invalid username.

Would like to know…
1. would there be any problems in bypassing the checking routine?
2. is there a more proper way to make username accept any character systems?
