How to turn on remote blog posting.?

    I am sure its been asked many times, but i cannot find it in the search.
    I need to do remote php blog posting but i know the new version of wp has is defaulted to off. I have done it before but cannot remember what to change to allow remote posting..
    Can somone please help me..
