You set the SEO title by editing the page or post and scrolling down to the All in One SEO section as shown here – https://semperplugins.com/documentation/post-settings/

i understand the post setting but that things are not applied here
I can’t tell anything from that screenshot. If you are looking to set an SEO title then you can do that on your page or post in the All in One SEO section.

ob_start_detected [-1,-1] means that All in One can’t output the SEO title tag because something else is using output buffering to write the title.
You’ll need to deactivate each plugin one at a time to see if it’s a plugin that is doing this. If you’ve deactivated all plugins except All in One SEO and the ob_start_detected [-1,-1] message is still appearing and the title tag is still wrong then you know it’s your theme that’s doing this. Switch to the default Twenty Twenty theme and you should see that the title is correct.

As I said in my previous reply, All in One SEO is not outputting the title. Something else is outputting the title.
