How to setup plugin activation by user

You can’t set it up by user. But you can set it up by role. To do that you go to the Plugin Organizer settings page. Select the roles you would like to disable/enable plugins for in the Role Support box and click save. You can drag and drop the roles to set their priority. The first role in the list has highest priority. So if a use has both administrator and editor roles and you have editor at the top of the list then they will get the plugins set for editor before administrator. Now when you go to a post, page, or plugin filter you will have a box on the right for each role you have selected.
