How to set up Maintenance Mode when switching to a new website?

I am going to remove an existing site for a client and completely replacing that with a new site – both WP sites but with completely different databases. So how do I set up a Maintenance Mode while the site is being transitioned?

I’d still like to be able to work on the website as an admin but only the public should see the maintenance mode.
