Hello @tonygao,
I’m sorry, I don’t quite understand what you are asking.
Can you provide a few more details or screenshots?
Sorry for the inconvenience.

Go to the “memberships admin panel->Settings->Levels” where all membership levels will be listed there.
if there are lots of levels (e.g. 100+), will they are listed page by page not all together?
@tonygao we do not provide pagination on the levels page, this would require custom code to achieve. Alternatively, you may create your own page using a page builder that may help make this easier to achieve – https://www.paidmembershipspro.com/how-to-use-a-page-builder-to-create-a-custom-membership-level-pricing-page/
You may reach out to a local WordPress developer if you need assistance in implementing this.
Can you add an option which can limit how many membership levels can be listed in the admin panel(/wp-admin/admin.php?page=pmpro-membershiplevels)?
For example, by default all membership levels will be listed but admin can change it to limit to like 100 etc.

We will consider this in a future release of Paid Memberships Pro but I cannot guarantee this will be implemented.
You may use the Advanced Levels Shortcode Add On to filter this manually – https://www.paidmembershipspro.com/add-ons/pmpro-advanced-levels-shortcode/
