I want to create a page that returns the top 20 comments from all posts based on the wp ulike vote value.

If you’re using free version you have two ways:

1- Put our standard wordpress widget in your sidebar.
2- Try to use following function:

And for pro customers, You can use Elementor widget or tr following shortcode:
