How to restrict access to a page to Public only?

    Usually, people want to restrict access to a page to login users only.
    However, I want exactly the opposite. I want to restrict the access to a page to Public visitors only, whereas login users will not see the page in the navigation menu and cannot access that page.
    Any suggestions?
