Some Templates have 2 seperate footer areas. The bottom one is often user for Copyright text. Look at your Appearance – Customize – Footer( some have Widgets and also Footer Bottom) Look at the footer bottom. It looks like there is a background color 200px high defined.

I am using the Elementor “Welcome” Theme and the footer is the Elementor Footer Template #90 for which I edited to include just the copyright info.
When I went to Appearance > Customize > Footer, it did not show anything else.
It is possible that it is not the footer that is causing this. The empty text and space appears when there is no footer. It is global and appears on all pages.
I just tested the issue with WordPress 2017 theme and had the same issue. I’ve reverted back to the Welcome themme. When I am working on back-end, the space with text also displays below the footer yet it is not editable. I have no clue what to try next. I appreciate your help.
Did you load any Footer plugins? This could have created an additional footer. If you know how to use Inspector on the FireFox browser you can see where it says there is a background image 200 pix high.
Personally I use OceanWP theme. I have yet to find issues and it is very flexible. It’s also Free. You might give it a try.
UB_Footer_content is the id of this section. Sometimes it’s hard to find the specific area in Elementor.

@lestexas60 Right path wrong plug in.
The answer is the plug in called ultimate Branding. It offers a global footer config that you have to just go turn off.
