how to necessary account activation email

    hi
    i want to users cant register until didnt click on a link that automaticaly sent from my site to their email.
    i did checked Account Activation Email in um>settings>Email TAb
    but still when a new user register the site do not send any Email to new member an new member is activated without click on any thing!!
    users receive other emails like welcome email from my site.
    i do conflict test, i deactivated all other plugins and themes and tested registration process but also any activation Emails was not sent to new user
    i cant find any more option
