your theme seems to have got some customizations which moved the commentsform to the top.
what is the code of single.php or content-single.php in the child theme?
generally, you might need to move the line with ‘comments_template()’ to a location after the line with ‘the_content()’.

Hey, using Twenty Eleven child theme, blog page(above link) positions the comments box on top of blog entry. Would like to move it below. Saw a couple of tweaks but to no avail. Any takers?
