how to make categories for category

Hello.
I’m wp developer and i’v got a new task to make.
The problem is that i need to make categories for categories and i don’t know how it’s done better.
So, for understanding why i need that her’s my task:
We have posts vith video, audio atc. content. Each post has category (only one category – that stands for “building” name). So we have post with building as category. Then each “building” must have description and categories (like “city” atc.). And these categories don’t have no extra parametrs.
So my question is: how to make that ?

I was thinging to make custom post type “buildings”, make a taxanomie for it and when creating post – specify one building (with custom fields).
May be someone has better idea on how to make that ?
