how to limit number of recipients per email or batch or queue

My server limits processes to send out a max of 25 email recipients per email. The only way it works is for me to activate 25 subscribers, publish the post, deactivate those 25, activate the next 25, update post as draft, republish post and repeat as necessary

Does anyone have a workaround for this? I am assuming others have had the same problems with their web servers and am hoping for some insight as to what i might possible be able to edit to make it work without all the steps listed above.
