How To Let Registered Users Post

Hi
I want to know if this is possible.
When you visit a website as a visitor you see the latest new, but when you are logged in and on the same page as before it will give you an option to post something and that will go as part of the “latest News”
and also post pictures.

Can this be done?
Please help me.
