How to insert a category latest post in a page?

Hello. I recently installed WP and I have modified everything in index.php. Only the latest posts section is there, and I changed from “Reading Settings” to show only 2 posts
(you can see here: http://www.lifemedia.ro)

Now I need to create a New Page to display 10 latest posts from the category “All News” for example.

I tried to put the php code in the HTML Editor but is not working and this is because, I think because of link (home.com/folder) the functions are not loaded.

What to do to display on that page the 10 latest post from that category ? I will really appreciate your help! Thank you!
