Hi, go into the Appearance->Menus page and click on the Screen Options tab at the top right of the page. Under the ‘Show advanced menu properties’ section, make sure that the Link Target checkbox is checked.
Once that is checked, edit the menu you are using for the social icons. Click the downward pointing arrow for each link to expand the configuration options. Then just check the ‘Open link in a new tab’ checkbox.

I’ve actually disabled most of my footer area so these don’t even pop up any more for me to try and verify this with lol
I am looking to add some social media icons to the header or a footer widget, any suggestions?

Twenty Twenty doesn’t have that functionality built-in, it’s either the social menu in the footer or not.
However, there are several plugins which offer such a widget: https://wordpress.org/plugins/search/social+icon+widget/
