Am moving my wordpress to another host. I exported my database using phpMyAdmin after the DB exported by wp-db-backup had errors.
I imported the old database into the new database and now have a problem with single quote and double quote showing up as â€™ and â€˜
From extensive reading on here, I understand this to be an “encoding problem” but what the heck does that mean and how do I fix it? In the database file I exported, am I supposed to change all the instances of “latin1” to “UTF-8”? Will that fix the problem? Or is it something subtler than that?
