It would help to see the site and know which theme is active, but I’m guessing the theme uses wp_list_pages()
function to display the menu, here are sort parameters the function accepts:

Ok, so if you are using wp_list_pages()
to display that menu, try using this:
<?php wp_list_pages( 'sort_column=menu_order' ); ?>
If you already have any parameter inside the function, keep those two and just append this one I posted.

This should fix it:
<?php wp_list_pages( 'sort_column=menu_order&title_li=' ); ?>
Without title_li=BLANK
title was being added to menu.

Should be just <?php wp_list_pages('sort_column=menu_order&title_li='); ?>
