How to get notified for repeated users

    Hi I have created a button linked with popup and set cookies. The popup contain contact form 7 form and it receives email for first signup only and the popup won’t appears after first signup because of cookies.
    So how can I receive email notification for cookied users if they click the button which is linked with popup.

    Please help,
