How to display (empty) terms with no attached posts

    How can I display empty terms – I know I can hide them “hide_empty = true” but if I only want to display them – the reason I want to do this because I want to list both empty and non empty terms. The non empty terms will have hyperlinks attached to them, the empty ones don’t.
