That setting is overriten by the setting for each post/page in particular. You must uncheck Allow comments for each page you want it to be disabled.

The disabling of comment is not found in full edit but in quick edit only. How to appear it in full edit? Thanks.

On Full Edit, at the top-right you should find a button “Screen Options”.
Click on it, and in the menu check “Discussion” box.
You should now have this option below the text area.

It seems that the theme has no on-page setting for disabling comment. Turning it off in Setting->Discussion doesn’t work either.
