how to defer a specific JS ?

Hello,

I am trying to optimize page speed for mobile mode. we can access our site pages with fast speed, but it is quite delay in mobile mode.

I tried google mobile page speed insight:

Questions:

1# I just guest that is the reason why it is slow in mobile mode, so, anyway to defer loading them in Autoptimize?

2# I note there is a external JS from: https://cdnjs.cloudflare.com/ajax/libs/gsap/1.11.2/TweenMax.min.js

I am not sure whether it is from Autopimize, our server is in China, and we are blocked to access lots of global resources, whatever, is there a way to load it from our local server?
