    If I delete this plugin, it reactivates. If I delete it, it reinstalls. If it is not configured, it nags to be set up with a notice that never goes away.

    That shouldn’t be the case – it sounds like you might have a security or backup plugin that’s loading a version of your site from before it’s removed. Once it’s fully deleted, it won’t add itself back on its own unless something else is doing it.

    Nope, but it may have had to do with the way the managed hosting environment works. The latest update to WC fixed the problem, whatever it was.
