I don’t know what you mean about adding questions. It works fine for us.
Regarding the second question, there is no such option.
For the first question,
When I add new question, it does not allow me to type into the box under “question”
Even when I go to an old quiz and click “edit question” it does not allow me to type in the box or even see what the question is.

Sorry,there is no way to help without seeing it. Obviously we don’t have such problems and there is no way to know what is going on on your installation.
Nevermind, I discovered the problem:
One more question: I am adding blank fill questions that can have any answer. For instance:
What color is the sky?
{{{any answer}}}
what do I put in the answer brackets so that anything put in there is acceptable as long as they put something?

I will answer your question here now, but future questions please send to the support email: you can’t accept just anything, this is not the purpose of the gaps question. If you don’t want them to continue without answering just select the “This is a required question” checkbox.
