How to create external login?

    How do you create an external login on your wordpress blog/site?

    A good example is perezhilton.com, but I don’t know how he does it…
    When you try to create or edit your account, you’re being taken to a non-wordpress page. Here the admin can decide what you need as input.
    Also, you don’t receive a “welcome” email from wordpress, but from another personal email.

    How to do this?
