How to create dynamic title and content based on user city/region location

Hi,

I’ve seen some websites that creates pages like:

“Buy t-shirts in {your_city}, Texas” or “Book a surf table in {your_state}” even if they don’t offer that product, but they are able to make you visit their sites using that structure. How can I generate a page with the same content but with the name of different cities/regions? I have more than 200 locations, so I guess that posting manually it isn’t an option.
