how to create customer thru manual order?

Hello. I’m able to add an order in Woocommerce and enter the customer detail myself. However, I’d like to create an order using the email address only which will create a customer login info and have it emailed to them so that they can fill their own billing/shipping addresses and then proceed to pay the order invoice I have created for them. Do-able?
