How to create custom page with featured blog pots

Hi All,

I would need a help in creating custom pages which has static text ( and/or image ) on top followed by a grid of 2 x 3 containing featured blog posts related to the page.

Eg

I have a travel blogging website where I want to have a page dedicated to local cuisine and i want to make a page about European cuisine and showcase say top 3 or 6 blogs related to European cuisine out of the many that i have written in past. So that when a reader comes to my blog i can point them to the top 5 must try cuisine in a specific region using this page.

Is there a way i can make this featured blog post a drag and drop or a widget style so that its easier for me to add or remove or update it easily without having to spend fiddling with code everytime.
