How-To Create a Page

Hello fellow WP’ers. I need some help. There is no option on the Page Attribute box to select a Parent or anything else. The only options are Template and Order in the Page Attributes box. I am having trouble creating new Pages for my website and I think that may be the cause. How can I fix it?
