Hmmm… it looks like a bug. The topic is closed and you don’t have any special caps, so you should not have seen the “but you can reply anyway” message. I’ll ask the forum devs to take a look.
OH, you are the original poster of the review? You can always edit the review, but replies are closed. I seem to recall some discussion about allowing replies for the OP, but my searches of slack are not finding it. Anyhow, folks are looking into it.

It’s my post, but I get the green message on a lot of posts. This is the first time I got the red message, but that post doesn’t even show as locked because they normally have a padlock next to it.

So… reviews are the odd duck of the forums. And I say that because they can be edited for a much longer period of time – or rather the original post can be.
The reason that first one is showing as locked is because a moderator did lock that. The icon doesn’t always show either on some until after a really long time. I want to say 1 year but when I tried to see one example I had to go back nearly 4 years for the first one to display.
I did create a meta ticket if you so choose to follow is located here: https://meta.trac.wordpress.org/ticket/7612
If you would also like to know more on how to make those yourself if you do encounter other issues, this does provide some information as well: https://wordpress.org/support/forum-user-guide/block-editor/#bug-and-enhancement-reports
