From the screenshots you provided, seems like it’s a free shipping offer?
You can do this using the Coupons Page.

Here’s how:
(1) Create a new coupon with the Allow free shipping option checked.
(2) At the WooCommerce > Settings > Shipping > Shipping Zones > Your shipping zone screen, allow the Free Shipping and choose A valid free shipping coupon at the Free shipping requires… drop-down list.
If you wish to have the shipping cost discounted amount to be shown on the invoice, you may need additional invoicing plugin to do that. An example is this.

Hey thanks for reply here some brief what I want to add
Suppose my shipping cost is 1$ for per product and want to apply the same amount as a discount on per products. eg. in my cart have 2 product with 2$ shipping charges, 1$ for each product I want to show the same amount as a discount so the customer can get shipping charges as a discount but shipping charges must reflect in the invoice and discounted amount reflect separately. Hope you get my concern. Please refer screenshot.
