How to add attribute to element in wordpress (Page-scroll-to-id plugin)

    I’m trying to follow this tutorial http://manos.malihu.gr/page-scroll-to-id-for-wordpress-tutorial/

    In the tutorial, under “Creating links manually” you’ll see that they tell you to insert an attribute rel=”m_PageScroll2id” to each element you want handled by the plugin.

    My question is how to do this in WordPress. I can’t do it with custom CSS. So what should I actually edit to insert those attributes in the chosen elements of my website?
