How to activate in my own theme

Hello

I’m building my own wp theme. I’ve used the blankslate base theme to start with.
Then I’ve installed the background-manager plugin directly from the wp site and put some image sets but nothing shows.
Shall I put some code in the functions.php or in the css?

Please help me.
