How open another pop up on clicking Privacy Policy

I want to ask if there is any functionality for opening the terms popup onclick (for instance on a button or link on Privacy Policy and Cookie Policy) so that viewers can view the policy content on the popup only? And once they have read it, they can again move back to accept or reject it? I need it on urgent basis, any help is appreciated and thanks in advance.
