How feasible is this plugin?

Hello! I have programming experience but I’ve never worked with WordPress plugins before. I want to know what the limits of WordPress development are before I spend time learning it. Can anyone tell me if a plugin like this would be feasible?:
- A WordPress user creates a project. That user is the project owner.
- Alternatively an admin can create a project and assign a project owner
- The project has a title, a description, and one or more tags which can be edited at any time by the project owner.
- The project owner can add tasks to a project. He can also mark tasks complete as the project progresses.
- The project owner can make announcements regarding the project which will appear on the WordPress home page along with announcements from other projects.
- The project owner can close a project
- WordPress users can view a list of all projects sorted by tag
- WordPress users can join projects that they are interested in to post comments to that project, receive email notifications, etc.
- WordPress users can leave projects if desired.
- Project owners can message all the users joined to a project.
So what are your thoughts? How much work would it be to implement something like this versus building a RoR site or something similar?
