    Will this also send stuff passwords to users signing up and stuff like that?

    I misunderstood the question, and thought you were asking about blogging by email.

    Can you be more specific with what “mailing functions” you are having problems with?

    Well wordpress sends out emails containing a subscriber’s password. That feature doesn’t seem to work, I assume I have to configure it. How do I do this?

    WordPress, by default, uses whatever PHP has been configured to use (typically sendmail).

    Some hosts, however, disable or don’t configure outbound mail at all. However, if you search a bit you’ll find some SMTP/mail plugins that you can use.

    First thing might be to check with your host to see if they do have sendmail (or something else, depending) configured.

    How do I configure said PHP though? Where is it?

    Unless you own the server, you don’t. Your host does.

    I have a wamp server (www.wampserver.com) set up, running off my home computer

    Well, you probably want to do some searching (here and perhaps google) and learn how to tweak php.ini to send mail.
    I’d say it’s a safe bet that your windows machine won’t be running sendmail.
