How do you do percent off shipping?

    I’m looking to do 10% off of shipping on all products, how is this done?

    Edit: Also to add I’ve tried and tested 10% off of states, 10% off for the US and the price has been the same in car. I use woo commerce and an API with FedEx to generate the shipping cost per weight and dimensions
